2002 -- The Cuyahoga County Planning Commission
produced two plans:

• The Towpath Trail Extension Plan, which includes a proposed route whose northern end would terminate at Whiskey Island.
• The Cuyahoga County Greenspace Plan, aimed at preserving the county's greenspace as well as enhancing and increasing the existing supply. This plan includes a trail system whose lakeshore trail passes through Whiskey Island.
